James Borley

James is a familiar name to many in the payments and e-money ecosystem, having spent over 22 years at the Financial Conduct Authority, where he was in charge of the Payments Authorisations Team. During his time at the FCA, James also headed up the Passporting Team and participated in a number of European working groups, developing guidelines and technical standards for various single market directives. Most recently, he was the Accountable Executive at the FCA responsible for the project to implement PSD2 into UK regulation. James joined fscom in January 2018 as a director, heading up the Payments Department, responsible for regulatory advice and guidance, and providing clients with assistance in compiling and submitting applications for authorisation, in the UK or in the EU as part of firms’ Brexit planning. fscom is a boutique consultancy firm that provides compliance solutions to financial services institutions, with particular deep domain expertise in payment services, e-money and financial crime.
